How do I paint over my peeling glossy wall?

The walls of my room are currently light purple, semi-gloss and the paint is like torn and stretched out in random spots :/ would I have to sand down all of my walls? I want to paint them a matte orange and white, but I know I can't paint over these glossy, half-torn walls.
